Effective January 1, 2011, the California Department of Insurance will be implementing several bill changes that apply to both resident and non-resident licensing. The changes are:
- Individual and business entities that hold a fire and casualty broker-agent license will be required to hold an accident and health agent license to continue to transact disability insurance.
- Current licensees applying for the accident and health agent license will need to complete 20 hours of pre-licensing education covering accident and health as well as pass a qualifying exam.
- As current licensees, they will be waived from the fingerprinting and 12-hour ethics training requirement.

- In addition to the current combined property-casualty broker-agent license, the insurance department will also issue separate property broker-agent and casualty broker-agent licenses.
- Current fire and casualty broker-agent licensees will receive a license that says “property broker- agent and casualty broker-agent” when the license is renewed.
- Individuals who have been licensed less than four years will have their CE requirement reduced from 50 hours to 24 hours per two year license term.
- Individuals who have been licensed more than four years will still be required to complete 24 CE hours each license term.
- Current licensee’s renewal fee will continue to be $128.
New applicants applying for a “property broker-agent and casualty broker-agent” license on the same application will pay a $128 fee.
New applicants who apply only for a “property broker –agent’” or a “casualty broker-agent” license will pay $128. When applying separately, the application fee will be $128 for each of these license types.
